1.
SITUATION
ERNA RAID is an international military
competition taking place in
To ensure the fairness of the competition,
umpires are to follow the actions of Competing Teams, Competing Teams Support,
Competition Organisers, Competition Staff, Visitors, etc.
As a default, anyone else but an umpire might
cause situation where fairness or equal conditions to all does not apply. This
can happen intentionally or (as is the majority of the cases) unintentionally.
As umpires are to be impartial only two units
are considered as friendly forces: Competition Logistics and Competition Air
Support.
Staff assistant squad from Naiskodukaitse. To
be used mainly for umpire TOC but if possible also as assistant umpires at
Check Points and possible as forward staff for Counter Action umpires.
Umpires provided by teams. To be used as normal
umpires.
Umpire media team (to be verified). Used to
document the umpire actions during the whole competition including preparation
and redeployment phases. Media team is used to pinpoint issues for improving
and developing umpire work.
2.
To
provide equal conditions to all competing teams by monitoring the fairness of
the actions of the competing teams and competition organisation.
3.
EXECUTION
In any time, if individual umpire, umpire
patrol or umpire team suspects that there is cheating by anyone, umpires
must investigate. Umpires are to
document situation as well as possible, get the contact information of parties
involved and report immediately to competition HQ.
Umpires have, at any time, right to
investigate and check the identity of competition team members, competition
team support personnel and/or competition organisation member.
Umpires have, at any time, right to
investigate and check the equipment competition teams are using during the
competition and/or equipment competition organisation is providing as check
point task or other tasks material.
Umpire teams and patrols are to keep the umpire
operations aware of their location all the time. If umpire teams and patrols
are on the move then the name of the unit that umpires are attached is to be
reported.
The Scoring Centre will operate as individual
unit in connection to the competition HQ with no monitoring duties.
Umpires are to remain totally impartial during
the competition. That is, each task given to competition teams is to be given
similar way to every competition team, no help or hints to be given at any
time, rulings of engagements must be alike in every case, no talking of tasks
or evaluations if outsiders present.
Umpire element consists of staff and logistic
elements, umpires allocated for fixed operations, umpires allocated for counter
action operations, mobile umpire patrols and umpire reserve.

Umpire operations mission planning follows the
following process:
1. Need for mission planning generates
from: order from competition decision makers, change in umpire operational or
logistical situation.
2. Umpire Staff evaluate the situation
and propose action.
3. Chief Umpire or Executive Umpire
decides action
4. Logistic Umpires plans the
allocation of personnel, transportation, signal and other assets.
5. Logistic Umpires arranges assets and
supplies.
6. Umpire Staff contacts Sr Umpire and
briefs him/her about assets allocated to him and from where those can be
gotten.
7. Umpire Staff makes the preparations;
informs umpire units, competition staff, gathers documents, rules,
instructions, forms, etc needed (prepares the package for the umpire team
assigned for the task)
8. Sr Umpire contacts Umpire Staff for
mission briefing and Logistic Umpires for supply, tpt and signal.
9. Sr Umpire trains the team for the
task and gives orders.
10. Sr Umpire deployes the team and
contacts the Competition Organisers.
11. Sr Umpire leads the execution of
task and ensures acknowledgements/reports to umpire TOC
12. After the task, Sr Umpire provides
the results to the Competition scoring center (if any) and gives after action
report to Staff Umpires.

Staff
work
Umpire current operations is attached to
competition OPS. Umpire planning cell is
put up in connection or in the vicinity of competition OPS.
Umpire unit’s operations are lead by umpire
staff. Executive Umpire leads the planning work for operations and supervises
the execution of umpire operations.

Umpire Staff is responsible for the analysis
and decision making. One of the staff or logistic umpires is always on 5
minutes stand-by.

Umpire
operations
Umpire operations consist of umpire actions
that take place in predefined sites such as harbour, recce target, ships, mail
boxes, finnish, etc.
Umpire intelligence consists of umpire actions
that require adaptation to the situation in competition.
For task execution, umpires are deployed into
teams that are lead by Senior Umpires (SrUs).
Each umpire, excluding the key umpires, will be working in more than one
team during the competition. Teams are responsible for certain area of
operations. One umpire is appointed beforehand as SrU for each team that are:

Action
Each SrU is responsible for the planning and
execution of the task as instructed in Umpire SOP, competition instructions and
orders by key umpires and Chief Umpire.
Fixed Ops consists of teams each lead by
SrU.One SrU will be dedicated to Big CP.
CA Ops is lead by SrU and consists of about 10
patrols each 2 umpires. CA umpires appoint patrol(s) to man second recce target,
if needed.
Mobile Ops is lead by SrU and consists of 3-4
vehicle patrols.
Evaluation team consists of 3 umpires (DEN,
SWE, NOR) who will be used for manning one recce target and participating in
recce reports’ second phase evaluation.

CA
operations
CA umpire team concentrates its operations on
the period when CA active. During recce task (when CP activities down) all CA
umpire resources should be on field with CA.
(6)
Air
operations
Air operations are used to both to acquire
situation awareness but also to keep teams from using the roads and/or prohibit
teams from getting illegal support.
Air operations can also be used for prohibiting
Counter Action forces and Competition Organisers to perform illegal actions.
(7)
Mobile
patrols
Mobile patrols are used for observing and
reporting situation outside of CPs and CA’s AO. Mobile patrols can also be used for
receiving helicopters at remote landing sites and for recce and preparing
routes for CP and mailboxes. Although
Zulu teams concentratie on operations in the
beginning (north of Narva road-before CA starts) and in the end (after
CA-ended, about from Friday evening until Finnish). Other tasks to be planned
in Umpire OPS plan. Zulu teams close down operations in general for dark time.
Pathfinders are assigned for missions from mobile
unit that can be used for any umpire operations in case the planned umpire
resources are not available. Pathfinders
are Umpire Reserve.

Recce
task evaluation
In the competition, there is a recce task that
teams must execute and report. This report is evaluated by umpires. To speed up
the evaluation, the mail box/check point where teams will hand in the report
will be manned by umpires that can do a fast evaluation.
Actual evaluation is done by Chief Umpire
supported by Staff Umpires. This work
will choose the top 5 reports which then will be analysed by a umpire team
consisting representatives from three different nations.
Final decision is made by Chief Umpire

provided by teams
Umpires provided by teams become part of the
Umpire Element as defined in Umpire SOP.

Chief Umpire’s rules interpretation guidelines.
Lead the recce task evaluation work.
Maintain link to the teams by participating the
Team Leader meetings. Maintain link to the Competition HQ by participating
competition staff work.
Prepare to give rulings to ad hoc situations.

Umpire
Lead umpire staff work and command umpire HQ.
Umpire in Charge for Umpire Unit when situation
such requires.
Prepare to represent Chief Umpire when he/she
is not available.

Umpires
Command and co-ordinate umpire operations by
manning umpire OPS and act as a communication link between Check Point Umpires,
Counter Action Umpires, Chief Umpire and Competition HQ.
Prepare umpire operations orders. Lead air,
mobile and counter action operations.
Prepare to support Chief Umpire in the recce
task evaluation, the biggest individual event in the competition.

Team
Evaluate and score the competition teams
execution of tasks at Check Points. Give feedback to the competition team of
the results at the Check Point and report the results of the competition
HQ. Prepared to support and assist unit
responsible for the Check Point to establish the Check Point.

Join the counter action forces and monitor and
report the fairness of the competition and counter action arrangements outside
Check Points, HQ and base camp. Propose rulings for Chief Umpire in engagement
situations according to the guidelines in Rules of Engagement, if needed.
Prepare to man the recce target area, if
needed.

Read and understand competition Rules of
Engagement.
Find answers to open guestions.
Allocate tasks and train umpires assigned for you to perform Rules of
Engagement reporting.
Prepare and execute minimum of one “dry run” for each Captured /
Non-captured scenario listed in Umpire material and/or ERNA material.

Team
Plan and execute vehicle patrols to monitor and
report especially the activities of
Teams’ Support.
Monitor and report the fairness of the
competition at the locations where contact between Teams and Teams’ Support is
allowed.
Monitor and report the fairness of the
competition outside the area of operations of other umpire units.
Propose rulings for Chief Umpire for the
incidents observed, if needed.
Prepare to be used for recce, helicopter
receive, and general CA or Fixed operations.
Prepare to man mandatory rest araa.

support, transportation and etc required for umpire operations exist.

Set up
Support umpire teams with logistic needs by
arranging the transportation and supplies.
Maintain the order in Umpire Camp.

Read and understand the logistic issues in
competition and umpire SOPs.
Contact and co-operate with Staff Umpires
(Logistics).
Plan food, water and other supply support for
CA Umpires. Plan transportation support during CA Umpire operations. Co-operate
with CA Unit’s logistics and Staff Umpires (logistics) to execute plans during
CA Umpire operations.
Receive and allocate material and equipment
assigned for CA Umpires.
Find answers to open guestions.

Assistants
Set up Umpire TOC with communication, security,
current situation and maps.
Maintain War Diary, situation awareness,
document flow, umpire TOC security and assist in order preparations.
Prepare to provide assistants to counter action
umpires and/or check points.
Prepare to be used in air operations.
Prepare to provide translation support to Chief
Umpire for Recce task evaluation.

Public
and Press Umpire and Media Umpire (optional)
Plan the use of Media Team, arrange umpire
level access rights to the team, document umpire actions.

order becomes effective as the final phase of umpire deployment.

ROE
Umpires are prohibited to:
1.
Use, or to be under the influence
of alcohol, while on duty.
2. Provide, or arrange any assistance to competing
teams, which may change their standings.
3. Show preference for one team over another when
assessing their competition performance, or when resolving a protest.
4.
Disclose confidential competition
information.
5.
Not forwarding necessary
information to the headquarters.
6. Communicate with teams, within their area of
responsibility, in any language other than the official competition languages.
7. Accept presents immediately before the competition
and during the competition.

of assets allocation
Priority to human resources is given in following
order:
1. Manning of tasks in check points
2. Manning recce target and similar
3. CA umpires
4. Staff umpires
5. Log umpires
6.
Priority to transportation is given in to
transport umpires to check points and similar.
Long range signal priority is given in
following order:
1. Connecting CA HQ umpires and UmpTOC.
2. Connecting Mailboxes and UmpTOC
3. Connecting CA Umpire Patrols and CA
HQ.
4. Connecting
5. Connecting Air and UmpTOC
6. Connecting Check Points and UmpTOC.
4.
SERVICE SUPPORT
Umpire
Staff Planning umpires are responsible for planning the use of transportation
and communication assets as well as requesting the supplies and external
support through Logistic Umpire. Logistic Umpire is responsible for acquiring
needed supplies and transportation.
Logistic
Umpire and his assistants are responsible for maintaining the order in Umpire
Camp.
Service support is lead by Logistic Umpire.
Logistic Umpires has in his use assistants who maintain the Umpire Warehouse
and access to it 24/7/365.
All the supplies for umpire operations are kept
in the Umpire Warehouse which is accessed only through Logistic Umpire or his
assistants.
If umpire elements own logistic assets or
supplies are not sufficient, Logistic Umpire is responsible for arranging them
from the competition logistics.

Counter Action and

Base Camp
Umpires located at the Base Camp during the
meal times will use base camp facilities and be counted into camp rations.
(3)
Counter Action Camps
Counter Action unit will provide food and water
to umpire patrols.

Counter Action patrols (to be verified)
Umpire patrols attached to Counter Action teams
during patrolling will get their combat rations and water from the unit they
are attached to. Umpire patrols are responsible for carrying their supplies by
themselves.
(5)
Mobile patrols
Umpire patrols take supplies with them from
Base camp. Umpire patrols are responsible for carrying their supplies by
themselves.
Mobile patrols need to have preliminary patrol
plan made BEFORE the competition with fuel consumption estimate.
AFTER the competition logistics have approved
the fuel request, mobile patrols might need to re-plan.

Check Point
Umpire teams take supplies with them from Base
camp. The unit responsible for Check Point is responsible for providing extra
food and water to umpires.

Assets
There are some vehicles reserved for Umpire
transportation during the competition. These will be used mainly in Counter
Action and

Movement Control
The use of all Umpire transportation assets are
directed by Logistic Umpire and controlled by Umpire Operations.
Other transportation needed is requested from
competition organisation. Estimation of transportation need is done by staff
umpires – planning cell to Logistic Umpire.

Competition dress
Peace Keeping operations uniform with UN beret
or UN cap or with headgear of the operation umpire has been attending.
ERNA umpire arm band to be used if UN beret or
UN cap not available.
Yellow umpire west while on duty (excluding CA
operations).

Banquet dress
Summer uniform shirtsleeve order, ribbons or
regimental or club blazer or equivalent civilian dress (shirt, tie and jacket).
NO JEANS.
Check Umpire SOP for national regulations.
(3)
Off Duty
Off Duty status is indicated by removing Umpire
Insignas.
(4)
On Own Time
Umpires that are on own time; i.e. free from
exercise, indiate their status by using full civilian dress.

Travelling
Boarders are crossed in civilian clothes.

At base camp there are tents reserved for
umpires. All base camp facilities are available for umpires.

Counter Action Umpires
Counter Action Umpire patrols will be
accommodated to camps of the units that they are attached. Those units have
field kitchens.
Umpire patrols patrolling with the Counter
Action patrols are to provide their own sleeping bags and rain shelters for the
duration of the patrolling.

Mobile Umpires
Umpire patrols are to provide their own
sleeping bags and rain shelters for the duration of the patrolling.
Sr Umpires are responsible for checking that
there is at least one first aid kit in the patrol, team, etc deploying for
operations. When umpire team is deployed for the operation, Sr Umpire is to
find out where is the closest first aid post (provided by the Competition
Organisers).
For umpire emergencies, Umpire SOP applies.
5.
SIGNAL AND COMMAND
All umpires are under operational command of
Chief Umpire. Umpires are part of Competition Staff direct superiors being:

Administratively and outside competition, all
umpires (excluding Chief Umpire and Chief of Scoring Center) are under control
of Executive Umpire. In the competition, umpire contingent reports to Chief
Umpire in the competition HQ.
Umpires from each nationality are under command
of Senior National Umpire.
For Umpire Camp issues, Chief Logistic Umpire
and his assistants have the command over all umpires.
Air operations and umpire patrols are always
under direct command and control of Chief Umpire unless delegated by him to
Umpire staff.

competition is presented in Umpire SOP.

Competition operations
Unit responsible for competition operation that
umpires are monitoring have operation control over umpires. That is: unit
responsible for check point can order umpires to stay on check point after the
planned opening hours if that is needed.
Counter Action umpires will follow orders from
counter action units while patrolling with them.
Scoring Centre executes tasks given to it by
Competition HQ.

Rules and Regulations topics
In matters concerning competition rules,
scoring or interpretation of those, the operational command AND control remains
on Chief Umpire.
Umpire communications plan is presented in
Umpire SOP.
Otherwise, Umpire operations rely on
competition organisations communications network. Umpires needing communication
will contact unit responsible for Check Point or Counter Action unit umpires are
attached and use their radio/phone connection to competition HQ.
Call signs and phone numbers as listed in the
Umpire SOP.
6.
REPORTING
All teams and patrols are to acknowledge
competition HQ:
·
When
team is leaving the Base Camp or the area of operations.
·
When
team arrives to the Base Camp.
·
When
team has completed given task.
