1.      ANSWERS

 

  1. General

 

Send an SMS message to umpire ops (+372-51-01713) using format described in SOP that you have received this training material. T “MY CALLSIGN” trning mat RX.

 

  1. What do You do - Cases

 

1)             You in Kautla kitchen and hear one team support member to say that he saw member of the team # x travelling in ERNA selts car. ASK WHEN, WHERE AND WHICH VEHICLE -> REPORT TO OPS.

2)             You are late from the transportation taking you from Kautla to Harbour. REPORT TO OPS, TRY TO FIND SUBSTITUTIVE TRANSPORT. YOU SHOULD FIRST CONTACT OPS SINCE MOST PROPABLY SOMEONE ELSE HAS BEEN ASSIGNED TO THE TASK. (ALLOCATING PEOPLE AND VEHICLES IN ERNA IS COMPLICATED THING. ONE CHANGE AFFECTS MOST PROBABLY TO ALL LATER PLANS).

3)             You are attached to counter action patrol and now you are hungry. CA PATROL SHOULD SUPPLY FOOD, IF NOT POSSIBLE I WILL USE MY OWN K-RATIONS AND REPORT TO OPS.  BE PREPARED THAT “THERE IS NO FOOD” WHEN YOU ASK FOR IT.

4)             You are gatekeeper at CP and arriving team asks for water. I WILL FOLLOW ORDERS ABOUT WATER GIVEN FOR THE CP AND INFORM THE TEAM WHERE THE (POSSIBLE) WATER IS AVAILABLE. UNLESS YOU KNOW THAT WATER IS UMPIRE RESPONSIBILITY, POLITELY ASK TEAM (‘S SUPPORT) TO CONTACT CP’S ORGANISERS.

5)             You are at harbour doing equipment check and team comes with star looking thing asking if this qualifies as knife. IT DOES NOT QUALIFY: GI SAYS IN PART “OBLIGATORY PERSONAL EQUIPMENT” THAT ONE SHOULD HAVE THROWING KNIFE/BAYONET. I WILL DO A MARKING TO EQ CHECK PAPERS.

6)             You are patrol leader for mobile umpire patrol and have just arrived to the place ordered. REPORT TO OPS BY SMS (OR RADIO IF APPLICABLE): XX @ [PLACE CODE OR GRID]. IT IS IMPORTANT THAT UMPIRE OPS KNOWS WHEN UMPIRE PATROLS ARE AND WHERE. MOBILE PATROLS ESPECIALLY MIGHT BE SENT ANYTIME INTO NEW LOCATION TO INVESTIGATE.

7)             You have been appointed as senior umpire for CP. What do you need to take care of before you arrive to the CP XX.

8)             You are senior umpire for CP and you have just arrived to CP with your team. REPORT TO OPS BY SMS (OR RADIO IF APPLICABLE): XX @ [CP CODE].
I WILL GIVE BRIEFING TO THE TEAM AND SEND EVERYBODY TO THEIR TASKS. I WILL ALSO CONTACT THE CP LEADER AND SECURITY REPRESENTATIVE OF ERNA SELTS FOR THE SECURITY CHECK. BEFORE ZERO TEAM I ALSO HAVE TO INSPECT THE TASK UMPIRES READYNESS.

9)             At CP you see team approaching and then stopping some 300 meters from the CP. IF TEAM HAS STOPPED TO AVOID TOO EARLY ARRIVAL TO CP MAKE MARKING (TIME, PLACE) INTO YOUR NOTES AND INFORM SENIOR UMPIRE AT CP. ADD TEAM NUMBER TO NOTES WHEN TEAM FINALLY ARRIVES.

10)         You are gatekeeper at CP and two teams arrive at the same time. I GIVE A PRIORITY TO THE TEAM WHICH IS MORE ACCURATE TO IT´S GIVEN TIME (+/- 5MIN RULE). IN CASE OF COMPLAINS, REPORT TO CP´S SENIOR UMPIRE.

11)         You are gatekeeper at CP and a three person team arrives. IF NOT KNOWN THAT TEAM IS 3 PERSON TEAM, I WILL ASK WHERE THE 3RD PERSON IS. IF THE PERSON IS SIMPLY LATE THE TEAM MUST WAIT EVEN GETTING PENALTY FOR THAT. IN CASE OF RETIRED COMPETITOR THE TEAM CAN ENTER THE CP NORMALLY. REPORT TO CP´S SENIOR UMPIRE. MAKE MARKINGS INTO YOUR NOTES. IF THE FOURTH PERSON ARRIVES LATER MAKE MARKING AND REPORT THIS TO SENIOR UMPIRE AT CP. LATER, COMPETITION HQ MAKES THE RULING FOR WHAT WILL BE THE ARRIVAL TIME OF TEAM.

12)         You are gatekeeper at CP which has many tasks and team arrives 8 minutes late from given time. NO ACTION (+/- 5MIN RULE).  IF TEAM ARRIVES EVEN LATER MARK THE TIME.  IF TEAM ARRIVES TOO LATE TO BE ABLE TO START THE FIRST TASK, SEND TEAM TO THE NEXT TASK.

13)         You are at CP task and the rope in use breaks. EVALUATE IF THE TASK IS SAFE ENOUGH TO CONTINUE AT ALL. IN CASE OF NO PERSONAL INJURIES TEAM CAN CONTINUE WITH SPARE TRACK. LOST TIME MUST BE COMPENSATED. REPORT TO CP´S SENIOR UMPIRE.  NOTICE: TEAM CANNOT RE-DO OR CONTINUE THE TASK IF IT MEANS THAT NEXT TEAM CANNOT START IT’S TASK ON TIME. TEAMS THAT SUFFER FROM THE BROKEN ROPE WILL BE COMPENSATED LATER BY THE COMPETITION HQ.

14)         You and your umpire partner are at the CP being responsible for the logging the arrival times. You take turns in measuring the time and logging the time. How do you ensure that all teams get right arrival time? USE ONLY ONE WATCH; I.E. PASS THE WATCH TO YOUR PARTNER WHEN YOU TAKE TURNS.

15)         You are at the CP measuring the execution time. Your watch does not have digital screen. How precisely do you log the times (levels to choose: month, day, hour, minute, second, tenth of second, one hundredth of second, millisecond)? ONE SECOND.

16)         You are at CP task, first team arrives, you give the instructions. Before second team arrives you notice you gave wrong instructions. IF IT´S NOT POSSIBLE TO GIVE RIGHT ORDERS TO 1ST TEAM ANYMORE (OR COMPENSATE SOMEHOW), I HAVE TO GIVE THE WRONG ONES TO EVERY TEAM. REPORT TO CP´S SENIOR UMPIRE. IN CASE YOU NOTICE THAT YOU MADE A MISTAKE FOR ONE TEAM IN THE MIDDLE, REPORT TO SENIOR UMPIRE AT CP AND DO NOT REPEAT THE MISTAKE. TEAM SUFFERING WILL BE COMPENSATED LATER BY THE COMPETITION HQ.

17)         You are at CP task, team is shooting and one of the targets fells down just before shooting is to start. COUNT THIS AS HIT TARGET (MISTAKE BY ORGANISERS) AND REPORT TO SENIOR UMPIRE AT CP. IF YOU KNOW THAT THERE IS TIME TO REDO THE SHOOTING ORDER CEASE FIRE, WEAPONS SAFE. TRACK MUST BE FIXED AND POSSIBLY LOST TIME COMPENSATED TO THE TEAM. OR, IF POSSIBLE, SHOOTING CAN START AND RESULT WILL BE COMPENSATED BY CALCULATION. REPORT TO CP´S SENIOR UMPIRE.

18)         You are at CP task, Finnish general comes alone and wants to talk with the team. NOT ALLOWED: IF THE GENERAL IS THE SUPPORT PERSON OF THE TEAM, HE CAN OBSERVE HIS TEAM DOING TASK. CONTACT ONLY ALLOWED AT REST AREA UNDER UMPIRE CONTROL.

19)         You are with the counter action and counter action unit starts to ambush and capture teams after having done three rounds on their patrol route. IF THIS WAS NOT IN THE CA PLANS THEN THIS IS CLEAR VIOLATION AGAINST EQUAL CONDITIONS.  IF YOU NOTICE THE CA’S INTENTIONS BEFORE ANY TEAM HAS BEEN AMBUSHED INFORM CA THAT THEY CANNOT CHANGE THEY OPERATIONS MODE.  REPORT TO THE OPS/CA HQ UMPIRE.

20)         You are with the counter action which is moving tactically as they should be. Team # x bumps into to unit. Lot of firing of guns happens and team runs away. Before the team disappears into bushes behind the field you think you see that one of the team members have different team number badge. HERE’S TWO (2) SITUATIONS IN ONE CASE. FIRST, REPORT TO THE OPS TEAM NUMBER AND PROPOSE SOME RULING BASED ON THE SITUATION (DISTANCES, HOW MANY PERSONS ETC.) AS A ENGAGEMENT CASE. SECOND, INFORM AS SOON AS POSSIBLE YOUR OBSERVATION ABOUT THE TEAM AND ONE PERSON WITH POSSIBLE WRONG NUMBER (INCLUDE NUMBERS) TO THE CLOSEST UMPIRE CONTACT THAT CAN SEND UMPIRE PATROL TO INVESTIGATE.

21)         You are with the counter action, team is captured and one of the team members do not have any capture slips. HE SHOULD BE CONSIRED AS “DEAD”. HOWEVER, DO TAKE THIS PERSON OUT OF THE COMPETITION. IT CAN HAS HAPPENED THAT TEAM MEMBER HAS LOST ALL THE SLIPS EARLIER IN ‘ILLEGAL CA ACTIVITIES’.  REPORT TO THE OPS. OPS FORWARDS THE REPORT TO COMPETITION HQ WHO MUST MAKE DECISION AND ARRANGE PICK-UP. NOTICE THAT THIS WILL CAUSE PROTESTS AND COMPLAINING FROM THE TEAM.

22)         You are with the counter action, travelling in a car moving counter action unit. Across the road runs on team, counter action stops and starts to follow the team. After some 15 minutes counter action returns to the car and continues travelling without capturing the team # x. I TRY TO CHECK OUT WHAT ARE THEIR GIVEN ORDERS AND ARE THEY FOLLOWING THOSE. REPORT, ALSO THE TEAM NUMBER, TO THE OPS/CA HQ UMPIRE. NOTICE, THAT IF CA HAD CAPTURES SOMEONE THAT IS NOT A CAPTURE SINCE CA IS ONLY ALLOWED TO CHASE FOR 10 MINUTES.

23)         Local villager invites you and your team for sauna and beer. THANK HIM/HER AND SAY THAT YOU HAVE TO CHECK WITH UMPIRE OPS. DO NOT APPROVE THE INVITATION BEFORE CHECKING SINCE THAT WILL MIX THE PLANS. IT CAN BE THAT THERE IS ALREADY PLAN FOR ANOTHER UMPIRE TEAM TO GO TO SAUNA THE PROPOSED TIME.  IN THAT CASE YOU HAVE SPOILED THEIR SAUNA TRIP.

24)         Team # x's support meets you in a café on the road from Kautla to Tallinn and wants to offer you lunch. DECLINE POLITELY. INFORM OPS ABOUT OFFER.

25)         You are on temporary OP and notice team # x on the dirt road approaching you OP from the distance of 300 m. Some 100 m before you OP the team disappears into bushes. MAKE REPORT. TEAMS ARE NOT ALLOWED TO USE ROADS, IT IS LISTED AS REASONS FOR DISQUALIFICATION. THEREFORE, MAKE A GOOD, DETAIL REPORT.

26)         You are with the counter action unit and team # x ambushes the unit. MAKE REPORT. IF IT IS CLEAR THAT TEAM HAS BEEN ABLE TO AMBUSH CA THEN TEAM SHOULD NOT NEED TO GIVE CAPTURE SLIPS.

27)         You are at the recce rest area and you notice team # x cleaning its riffles. You notice that there is somekind of ammunition in the magazine. CHECK ALL WEAPONS & AMMO, ONLY BLANKS ARE ALLOWED WITH RIFLES. INFORM OPS IF ROUND WAS LIVE.

28)         You are with the counter action unit which encounters a team. Team runs away before counter action can do nothing more than fire one shot. Counter action starts to chase the team and about 15 minutes later captures 3 members of the team. MAKE RULING BASED ON SOP 251&252. MAKE A INCIDENT REPORT TO OPS -> NO SLIPS BECAUSE CHASING CONTINUED LONGER THAN 10 MINUTES.

29)         You are with the counter action unit which encounters a team. Team shots a volley and runs away. Counter action unit starts to shoot after the team which disappears into bushes. Counter action reports by radio that they have captured team # who refused to give capture slips. NO PENALTIES, BECAUSE TEAM GETS AWAY. RULING BASED ON SOP 251&252. INFORM OPS ABOUT CA’S REPORT.

30)         You are with the counter action unit with three members when it encounters team with two members. Both shoot couple of fires and team runs into bushes. CA WINS, RULING BASED ON SOP 251&252. REPORT TO OPS AND REMEMBER TO INCLUDE SIZES OF THE CA AND TEAM.

31)         You are at CP when your umpire partner at the task gets asthma attack. START GIVING FIRST AID, TRY TO ASK ABOUT ASTHMA PIPE ETC. CALL HELP FROM CP FIRST AID TEAM. INFORM OPS THRU THE CP´S SENIOR UMPIRE. JUST IN CASE ISSUE YELLOW FLAG.

32)         You are at temporary OP when you see red flare in the sky. TAKE AND WRITE DOWN THE ANGLE OF BEARING AND ESTIMATED DISTANCE. REPORT TO OPS AND BEGIN RESCUE PROCEDURES. ISSUES YELLOW FLAG.

33)         You are at CP and you see two support persons with the team. WRITE DOWN AND REPORT THE NUMBER OF THE TEAM AND NAMES OF THE SUPPORT, IF POSSIBLE. REPORT TO OPS.

34)         You are at Kautla discussing with team and ERNA selts. Team asks something about rules and member of ERNA selts gives answer which is the same as was given to all of the teams in team briefing but not the same way. CHECK THAT TEAM UNDERSTANDS THAT ANSWER WAS ABOUT THE SAME THAT IN TEAM BRIEFING. POLITELY REMING SELTS MEMBER THAT ALL ADDITIONAL INFORMATION SHOULD BE AT THE SAME TIME TO ALL TEAMS, OR IF NOT POSSIBLE THEN THE SAME WAY TO ALL TEAM. REPORT TO CHIEF UMPIRE SO THAT HE CAN PASS THE ANSWER TO ALL TEAMS AT THE NEXT TEAM LEADER MEETING.

35)         You are at big CP discussing with team support and competition Chief of Staff. Team support asks how this years big CP tasks differ from the last year and politely COS explains.  VERY FAST, BEFORE ANY ONE STARTS TO SAY ANYTHING, INFORM THAT THIS IS CLASSIFIED INFORMATION WHICH WILL BE AVAILABLE AFTER THE OPENING OF THE BIG CP.

36)         You are doing equipment check and team has an equipment that is not listed in the required equipment list LIST IT. EVALUATE IF IT IS SOMEKIND PROHIBITED.

37)         You are doing equipment check and team has live pistol ammunition in magazines CURRENTLY ALLOWED (CHECK THE LAST MINUTE UPDATES!!!). HOWEVER, THERE CANNOT BE ROUND IN THE CHAMBER.

38)         You are doing equipment check and team has live rifle ammunition in magazines. NOT ALLOWED (CHECK THE LAST MINUTE UPDATES !!). INFORM THE UMPIRE IN CHARGE OF THE EQUIPMENT CHECK.

39)         You are flying in the helicopter in dark, copter spots team in the forest and switches on the search light. ALLOWED FOR A SHORT PERIOD. DO NOT LET THE LIGHT BE ON SO LONG THAT IT CAN BE USED FOR ‘HUNTING’ THE TEAM OR IT GIVES THE TEAMS LOCATION OUT (UNLESS THIS HAS BEEN ORDERED AS TASK FOR THE HELICOPTER PATROL).

40)         You are flying in the helicopter in dark, copter spots a team on the road. INFORM THE LOCATION TO OPS RIGHT AWAY WITH YOUR RADIO. USE THE CODEWORDS !! IF YOU DO NOT HAVE YOUR OWN RADIO, TELL PILOTS WHAT TO REPORT AND TO WHOM. WAIT FOR INSTRUCTIONS FROM OPS.
